For the lowest possible toll rate, you must have an E-ZPass account with a registered transponder properly mounted on the windshield of the vehicle. The account must be funded, and the vehicle license plate must be properly listed on the account. Motorists who have not properly registered their transponder(s) or license plate(s) or whose E-ZPass accounts have insufficient funds will be charged the Toll by Plate toll rate. Choose to fund using auto-replenishment and add text alerts to avoid a negative balance in your E-ZPass account. Verify your account regularly to ensure you get the E-ZPass rate. Why Did I Receive a Dominion Boulevard Veterans Bridge Toll by Plate Notice?

Your vehicle traveled through a Dominion Boulevard Veterans Bridge toll zone without the system recognizing a valid E-ZPass transponder. Dominion Boulevard Veterans Bridge will attempt to obtain payment from E-ZPass using the photographic image of the vehicle's license plate prior to sending a Toll by Plate notice. If you have an E-ZPass account but, at the time of the transactions, your transponder was not properly mounted on the windshield, your license plate was not on your account (or was listed incorrectly), there were no funds on the account, or the account was deactivated by E-ZPass, the toll charge will not be paid through your E-ZPass account. A Toll by Plate notice will be sent to the registered owner based on information received from DMV. Because Dominion Boulevard Veterans Bridge is a separate entity from E-ZPass, the toll notice will need to be paid directly to Dominion Boulevard Veterans Bridge as noted on the invoice.

What is a Toll by Plate Account?

When a motor vehicle passes through a Dominion Boulevard Veterans Bridge toll zone and the toll payment is not collected through an E-ZPass account, a photo image of the vehicle's license plate will be captured at the toll lane. The license plate data is used to obtain the registered owner's name and address from the Department of Motor Vehicles. Once that information is obtained, a Toll by Plate account is established for that individual license plate and a notice is generated.

What Happens If I Don't Pay?

Failure to pay tolls within the designated time frame is considered a Toll Violation in accordance with VA Code 46.2-819 and 46.2-819.3:1, and results in assessment of additional fees and enforcement actions; including but not limited to: potential referral to a third-party collection firm, as well as a vehicle registration renewal hold.
